IMMIGRATION AND VISAS

Passport Requirements:

All travelers require a passport, except:

1. Travellers with a Seaman Book as long as they are traveling on duty.

2. Travellers with travel documents for refugees and people without nationality or citizenship provided by the United Nations High Commissioner for Refugees.

Document Validity:

Passports and alternative documents, or any of these, must be valid for a minimum duration of six months.

a. With passports valid upon arrival, citizens of Madagascar may enter.

b. With travel documents valid on arrival, residents of Madagascar can join.

Additional information:

At least one blank page of the passport reserved for the Madagascan immigration authorities must be left for all travelers.

Visa Issuance:

1. Until arrival: Travelers are kindly requested to contact Madagascar’s nearest department.

2. On arrival: If required, a 90-day visa is given for a fee of MGA 140,000 or its equivalent in EUR or USD.

Visa Exemptions:

A visa must be carried by all travelers except for the following:

1. Madagascan Citizens.

2. A traveler with a residence or return permit issued to foreign residents by Madagascar.

TWOV (Transit Without Visa):

1. TWOV allows travelers to begin their journey within 24 hours to a third country on the same or first connecting aircraft without leaving the airport, provided that they have confirmed reservation tickets and other required documentation for their onward journey.

2. For refugees and people without nationality or citizenship, TWOV does not apply.

CUSTOMS AND FOREIGN EXCHANGE

Import regulations:

Travelers aged 21 years old or more are allowed free import of:

1. 500 grams of tobacco, 25 cigars, or 200 cigarettes.

2. Two liters of alcoholic drinks.

3. One eau-de-cologne or perfume bottle.

Additional information on regulations:

Necessary for all vegetables:

1. Import permit issued by the Plant Quarantine Department in Antananarivo, obtained before arrival; and

2. Certificate of plant health, provided by the country of origin of the vegetable.

Export regulations:

Free exportation of:

1. Up until the max. Vanilla for 2 kilograms;

2. Jewelry designed for:

a. Inhabitants: max. 250 grams of jewelry (marked); or 250 grams of jewelry (marked);

b. Non-resident residents: max. 1 kg of jewelry. Receipts for currency exchange equal to the value of the jewelry are needed.

Pets:

The following documents are required for bringing in pets:

1. An import permit must be obtained from the Sanitaire Veterinary Office before departure. This permit includes all the provisions needed for importation.

2. Veterinary health certificate issued less than 15 days prior to shipment by the official veterinary surgeon of the home country and regional director of veterinary services. It must provide the owner with information and a complete description of the animal; it must also state that the animal is in good health and that no contagious disease has been affected in the place of the original for the period specified in the permit.

3. As for dogs aged more than three months old and cats aged more than six months old, the certificate must also specify that they have been vaccinated against rabies.

4. On arrival, pets will be checked and may be subject to quarantine.

Baggage Clearance regulations:

On arrival in Madagascar, the traveler’s luggage should be cleared at the first airport of entry.

Exemptions: Luggage of transit travelers whose destination is outside Madagascar.

Airport tax:

On their departure from the airport, travelers are not allowed to pay any airport fees.

Currency Import regulations:

Residents and non-residents are allowed to import local currency (Madagascar Ariary-MGA) up to MGA 400,000, but there are no restrictions on importing foreign currencies provided any sums higher than the equivalent of EUR 7,500 are declared at customs.

Currency Export regulations:

Residents and non-residents are allowed to export local currency (Madagascar Ariary-MGA) up to MGA 400,000, but there are no restrictions on exporting foreign currencies provided a written declaration of the exported sums is made.

Arms and Ammunition regulations:

All travelers who want to re-export arms and ammunition must apply for an import permit to the Ministry of Interior and Decentralization in Madagascar.

Wild Fauna and Flora:

It is forbidden or limited under CITES to import some endangered plant species, live animals, and their products. For additional info, please refer to www.cites.org.
